Roadmap to End Hunger 2025-2027

Plan to End Hunger

The 2019-2022 Plan to End Hunger

The Roadmap to End Hunger is a culmination of our collective work, vision, and commitment to ensuring that everyone in Oregon has access to the food they need to thrive. It serves as both a strategic guide and a call to action—grounded in our shared values of equity, community leadership, and sustainability.

This document doesn’t just address immediate needs; it outlines a long-term vision for reshaping the systems that govern food production, distribution, and access. By moving beyond the right to be free from hunger, the Roadmap boldly calls for the recognition of the right to food—a commitment to equitable, dignified, and culturally relevant access to nourishment for all.

The Roadmap is divided into three key sections:

  • Assessing the Current State of Hunger – Including the enduring impacts of COVID-19 and systemic inequities.
  • Recommendations for Immediate and Long-Term Solutions – Practical steps to uphold the right to be free from hunger.
  • Visioning a Food-Just Future – Centering food sovereignty, community leadership, and sustainable practices.
Each section draws from expert insights, community feedback, and real-world examples, with success metrics and recommendations that will guide both legislative action and community engagement.
Our work, as laid out in this Roadmap, is not a quick fix. It’s a long journey that demands sustained collaboration, shared accountability, and the creation of foundational conditions to support enduring progress.
This Roadmap is more than a plan; it is a promise—to Oregon’s communities, to those most impacted by food insecurity, and to ourselves as stewards of this work. Thank you for being part of this essential effort. Together, we are building a food-just future.
